I am not a physicist, but would the structure of the tantalum rod have any bearing on the number, direction and speed of particles generated? 

Feel free to laugh if this is a silly question- so long as you can adequately explain your answer!

The rod's structure (and particularly density profile) probably does affect how the pions are emitted.  The problem is perhaps that a non-uniform Ta rod might be quite difficult to manufacture.  I suppose on a crude scale you could drill holes in it at various points, but it's hard to see how you could use something like that to actually make the pion beam any 'better'.
